
MPRP Series: Understanding the Malta Permanent Residence Programme (MPRP)

Before completing the full MPRP process, applicants may apply for a one-year Temporary Residence Permit. This interim stage allows beneficiaries and their dependants to reside legally in Malta while preparing and finalising the complete application for permanent residence.

What Is the Temporary Residence Permit?
This permit is valid for one year and may be renewed at the Agency’s discretion. It gives applicants time to finalise their MPRP submission while already enjoying residence rights in Malta.
A full MPRP application must be submitted within six months of obtaining the temporary residence permit. Failure to do so could result in withdrawal of the application.
Application Process Flow
Power of Attorney (POA) – The main applicant signs a POA authorising Sciberras Advocates to act on their behalf for all matters related to the MPRP.
Submission of Application Pack – The licensed agent submits the application pack during the biometric appointment.
Biometric Data Capture – The applicant’s fingerprints, photo, and signature are collected during the appointment booked through the Agency’s system.
Payment of Fees – The main applicant must pay an initial administrative fee of €15,000 and an additional €100 for each residence card.
Processing and Collection – Residency cards are typically issued within four weeks of biometrics and can be collected either by the applicant or the agent.
Documents Required
Applicants must submit a complete list of forms and documents, including:
- A covering letter outlining their intention to apply for the MPRP
- Power of Attorney form
- Certified copies of passports
- Health insurance covering at least €100,000 in medical expenses
- Due diligence evidence confirming the applicant’s good standing
- Proof of property lease or purchase
- Bank statements showing financial capacity
- Completed MPRP Forms, including GDPR declaration
