A key component of the Malta Permanent Residence Programme (MPRP) is understanding its financial and investment requirements. Applicants can choose between purchasing or leasing property and must also contribute to the Maltese government and a registered NGO.

Property Investment Options

Applicants must either:

  • Purchase property valued at a minimum of €375,000 in Malta or Gozo; or
  • Lease property for a minimum annual rent of €14,000.

The property must remain available to the beneficiary as their main residence for at least five years.

Contributions and Donations

Depending on the chosen property option:

  • Leasing a property: The applicant must contribute €37,000 to the Government of Malta.
  • Purchasing a property: The contribution amount may vary but remains a core requirement of the programme.

Additionally, a €2,000 donation must be made to a registered local NGO or organisation of choice, following clearance from the Residency Malta Agency.

Administrative Fees

Initial Fee: €15,000 – payable within one month of submitting the application.

Final Fee: €45,000 – payable within two months of the Letter of Approval in Principle.

Additional Dependants: €7,500 each for adult dependants added post-approval.

All fees are non-refundable and must be paid within the stipulated timeframes.

Application Timeframes

Processing begins once a complete and correct file is submitted. The overall timeline typically depends on the completeness of the application and responsiveness to any queries issued by the Agency. In general, final decisions are communicated within industry-standard timeframes, usually a few months after submission.
