MPRP Series: Understanding the Malta Permanent Residence Programme (MPRP)

A step-by-step guide by Sciberras Advocates – Licensed Agent RES-SCIB – Article 3

Once the temporary permit stage is complete, applicants proceed to the full MPRP submission, the key stage that leads to the issuance of the Certificate of Residence.

At Sciberras Advocates (Licence RES-SCIB), we prepare, review, and submit complete application packs, ensuring that every document complies with the Residency Malta Agency’s requirements.

The Main Steps

Power of Attorney – The main applicant authorises Sciberras Advocates to act on their behalf.

Application Submission – A full application pack is submitted and acknowledged by the Agency.

Due Diligence Checks – The Agency conducts a stringent four-tier due diligence process, verifying identity, financial background, and global reputation.

Letter of Approval in Principle – Once approved, the applicant receives a formal letter confirming eligibility.

Investments and Contributions – The applicant proceeds to settle the required investment, donation, and contribution payments.

Biometric Data and Residency Card – Applicants attend a biometrics appointment in Malta; cards are issued for five years.

Annual Compliance – For the first five years, beneficiaries must renew proof of property and health insurance annually.

Compiling a Full Application

Attention to detail is essential. Each document must be typewritten, certified, and submitted in the prescribed order. Supporting documents include:

  • Police conduct certificates
